VA RFI: Requirements Quality Review and Management

The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for Requirements Quality Review & Management.

The Contractor shall be capable of providing professional business analysis services in assessing and making recommendations for the following Tasks identified in Section 5.1 Tasks and Deliverables for this PWS:

  • Approximately 1,600 EHRM Phase Zero (0) detail requirements contained in spreadsheets
  • Hierarchical Mapping Process Improvement and Development of a Hierarchical Repeatable Mapping Process
  • Approximately 654 NSRs with requirements of varying type, scale and detail already captured and elicited by RDM analysts and residing in a RDNG or SQL repository or in documents (Excel, Word, etc.)
  • Approximately 3,000 business non-functional requirements of varying detail and duplication already elicited and captured by RDM analysts and residing in a RDNG repository or in documents (Excel, Word, etc.)
  • Approximately 700 Business Operations/Revenue Cycle Requirements aligned with 12 EHRM Council’s

In order to complete the work, the Contractor should:

  • Proficiency in determining differences between end-user focused and system-focused healthcare business (end-user) requirements and be effective at reverse-engineering system-focused requirements into end-user agile-based (e.g., user stories, etc.) focused requirements.
  • Possess knowledge of/experience working in federal healthcare environments and systems (e.g., VA, DoD, etc.).
