United Health Group seeking VP for Implementation of OptumServe Programs – DoD/VA

“This role will require direct collaboration and influence with senior-level leaders across Optum and OptumServe to drive strategy, execution and delivery.  Directs long-term strategic planning, focused on shaping and delivering client proposed solutions as well as internally-driven program changes.  Drives execution planning and implementation development to support transformational efforts in large, complex, high-value, strategic programs.” 

“Responsible for the executive-level operational and technological implementation of OptumServe programs, ensuring seamless team management, development, program delivery and quality control.  Develops plans and schedules for program implementation, measures and tracks performance and analyzes program data in order to enhance readiness, achieve targets and identify opportunities to improve efficiency and effectiveness.  Cultivates relationships with OptumServe leadership, operational and administrative departments, other program partners and vendors for the purpose of developing and implementing strategies that will maximize the strengths and abilities among each entity to meet and exceed the internal and external goals of the program implementation. Leads key strategic initiatives and provides program leadership for large, complex programs in order to ensure programs and strategies are designed for flawless implementation.”  

“Primary Responsibilities:  

  • Transform OptumServe program solution to program execution 
  • Deliver consistent, repeatable, scalable, transition structure and methodology expected by Government clients while maximizing cost avoidance 
  • Coordinate program implementation initiatives and ensure the plans for achieving implementaion run smoothly and efficiently 
  • Communicate both orally and in writing across funtions and team, up and down the chain of command via regular updates, reports and/or presentations on program(s) readiness status 
  • Manage unique aspects of implementing Government programs and specific requirements regarding contract transition prior to and after delivery (Transition In and Transition Out) …” 

“Transition Design: 

  • Meet proactively with OptumServe program leadership and other program partners to discuss plans, discuss new products, services and technology solutions; collaborate with marketing and business operations as needed 
  • Serve as a recognized expert in Federal business opportunity lifecycle, operations, and operational design.   
  • Represent operations through the Business Development, Transition and Ongoing Operations phases of the opportunity lifecycle 
  • Collaborate with Current Operations, Future Business and across Optum to bring solutions to achieve clients requirements identified in RFPs, RFIs, etc.  The solutions proposed must have operating quality, efficiency and effectiveness while meeting client needs in a cost effective manner…” 

“Required Qualifications: 

  • Undergraduate degree of equivalent work experience 
  • 10+ years Program/ Implementation management – strong complex program management experience, large scale program oversight and delivery 
  • 10+ years working in a highly matrixed leadership capacity  
  • 10+ years of experience in leading and building large and diverse teams, government business program implementation planning and execution management  
  • Demonstrated experience successfully leading a team through a transformative change initiative or expansive growth effort 
  • DoD, VA, Federal program management/ contracting experience (client side)…”
