HHS OASH seeking CIO/ Executive Director for IT

“This position serves as the Chief Information Officer/Executive Director for Information Technology, with responsibility for serving as the focal point for OASH IT requirements and priorities, including cybersecurity, privacy, enterprise architecture, application development and operations, capital planning, IT infrastructure, and IT support. This provides management leadership for the Department-wide IT Security Program, to include IT security policy and guidance, security engineering and security operations as it relates to the use of Commission Corps and OASH managed systems. This position also provides expert advice and collaboration among the HHS Operating Divisions and Staff Offices in developing, promoting and maintaining IT security measures, to adequately and cost effectively protect sensitive information to meet the Department’s current and future business needs.” 

“MAJOR DUTIES AND RESPONSIBILITIES 

  • The incumbent directs the development and execution of current policies and procedures for IT systems and support services.
  • Ensures the implementation and full compliance with federal policies, mandates, regulations and directives (such as the Federal Information Technology Acquisition Reform Act (FITARA)… 
  • Manages OASH IT programs and priorities. Defines goals, objectives, plans, and performance measures for IT Services that this incumbent’s organization provides. Promotes and stimulates thought on innovative uses of technology and the exploration of new promising technologies or methodologies to provide improved delivery of products and services that foster solutions that enhance organizational performance…
  • Directly advises the Assistant Secretary for Health, the Surgeon General, the HHS Secretary, and other HHS senior leaders on the design, development, security, and implementation of IT systems for the organization, to improve productivity and efficacy of the OASH and Commissioned Corps missions. Manages IT activities to ensure the appropriateness of system design, development, deployment and security functions associated with OASH, including applications, websites, IT inventory (hardware and software). Develops a cloud adoption strategy in collaboration with the OASH Offices and regions. Coordinates the deployment of OASH systems into a cloud-based platform.
  • Provides leadership for the definition and implementation of strategies, and guidelines to ensure efficient and cost-effective information resources planning, procurement, and cyber/computer security. Provides strategic and tactical leadership to staff supporting, research, analysis and the implementation of IT capabilities across OASH. Integrates IT activities with OASH acquisition and budget processes. Conducts market research on emerging IT solutions and identifies opportunities to apply new IT solution to improve the efficiency of OASH programs. 
  • Responsible for effective information sharing among internal and external customers. Advises on the IT systems needed to develop requisite IT architecture to promote the exchange and accessibility of information.
