HRSA issues presolicitation for Center of Excellence for Behavioral Health Contract

The Health Resources and Services Administration (HRSA) is planning to issue a solicitation to establish a HRSA Center of Excellence for technical assistance to support the delivery of Opioid Use Disorder (OUD) and other Substance Use Disorder (SUD) prevention, treatment, and recovery services in rural and underserved areas.

The solicitation will be issued as a competitive, full and open solicitation for a single award stand-alone contract with a proposed period of performance of three (3) years. The Government intends to issue a solicitation on or about February 20, 2019.

The purpose of this procurement is to provide technical assistance on evidence-based interventions and promising practices that support the integration of behavioral health in HRSA-funded safety net provider and training/education programs through a HRSA Center of Excellence (COE) for Behavioral Health. The procurement also requires the design, development, implementation, and maintenance of an Information Technology (IT) system to support and facilitate evidence-based training and technical assistance on the integration of behavioral health targeting HRSA programs. The COE shall address both mental health and substance use disorders (“behavioral health”), with an emphasis on the current opioid epidemic.
