CMS to add $10M to existing Enterprise Systems and Services (ESS) task to support implementation of the HARP tool

“The Healthcare Quality Information Systems (HCQIS) network supports the QIO program by providing Enterprise Systems and Services (ESS), which have been in production since 2012. Historically the ESS requirements were established in the Program Management and Business Requirements (PMBR) Statement of Work (SOW) that was awarded on July 1, 2009 and expired on June 30, 2017.

On February 24, 2017, CMS awarded HHSM-500-2016-00013B / HHS M-500-BOOOl to the Ventera Corporation. This contract was responsible for Operational and Maintenance (O&M) support of existing Enterprise Architecture and applications to include patching updates and minor releases. Period of Performance:

  • Base Period -February 27, 2017 to June 18, 2017
  • Option Period 1 -June 19, 2017 to June 18, 2018

On June 11, 2018, CMS awarded the current contract HHSM-500-2016-00013B / 75FCMC18F0001 to the Ventera Corporation with a POP of July 6, 2018 through July 5, 2023. This contract is responsible for providing operations, maintenance, and rearchitecture of Enterprise Systems and Services to transition to the Healthcare Quality lnfomation Systems (HCQIS) Cloud.”

“This is a recently awarded task order under the ADELE BPA which included scope for the transformation of the authorization and role management, but was awarded prior to the decision to utilize additional CMS approved enterprise technology as part of the solution for the transformation of the QARM system to the HARP authorization and role management tool.

The proposed modification will increase the current scope of work to include the use of the CMS approved enterprise technology. This work will include providing an additional agile team for operations and maintenance, enhancements, and other necessary fixes required for the successful implementation of the HARP tool.”

“Projected Cost / Price: $2,300,000 (anticipated impact to current year) / anticipated total contract increase as a result of addition of new work $ 10,300,000 / Total contract value inclusive of options after the inclusion of new work is anticipated to be $56,285,955.31.” Read the full J&A here.
