NIH RFQ: Health IT Training and Outreach Support Services BPA for the National Library of Medicine

This is a Request for Quotation (RFQ) to establish a Blanket Purchase Agreement (BPA) in support of the National Library of Medicine (NLM) Support for Training and Outreach requirement.

The contractor is expected to assist with the design, development and implementation of programs and projects that engage end-users and focus on the use of health information technology to achieve the goal of improving use of and access to such technology and related health information. In addition, the contractor’s role is to facilitate collaborations and partnerships with institutions, agencies and organizations in support of NLM’s efforts to enhance information dissemination and engagement pathways with specific populations so that NLM understands unique information needs and can engage with persistence. The contractor may also be required to assist NLM in its development of specific information resources and services for these identified populations.

The contractor shall provide professional services for the NLM through technical support and evaluation consulting services in designing, delivering, modifying, evaluating training and end-user resources associated with the use of public health programs such as NLM resources for the Public Health Workforce, Toxicology and Environmental Health Information Program (TEHIP), General Medical Health Information, K-12 Science Education, Disaster Preparedness, HIV/AIDS, and outreach to minority, underserved and specific populations. Additionally, the contractor will support the outreach activities of the Outreach and Special Populations Branch of the Specialized Information Services (SIS) division of NLM and the National Network of Libraries of Medicine (NNLM). As described specifically in each category below, the areas include information collection, analysis, and organization; exhibit/conference support; support of outreach efforts; support for the dissemination of information via the Internet through training, including use of current and future technologies such as data science; providing a Learning Management System (LMS); and the development of tailored materials to support these services…

The contractor will support NLM activities with the purpose to increase access, awareness, and use of NLM’s medical and health information products and services, especially within minority and other specific populations (e.g., public health workforce, emergency responders, HIV/AIDS.
