CMS issues J&A for 4-month Enterprise Data Services Master Data Management Bridge Task

This justification authorizes and approves a four (4) month sole source task order to CSRA (formerly Maricom) to serve as a bridge to continue the EDSC-MDM services until the protest against the newly awarded MDM task order is resolved.

The existing EDSC contract was awarded to Maricom Systems, now CSRA, on November 28, 2011 as a Cost-Plus-Award-Fee (CPAF) task order, Contract #HHSM-500-2007-00025I/Task Order #HHSM-500-T0005, under the Enterprise System Development (ESD) Indefinite Delivery Indefinite Quantity contract (IDIQ). The contract was awarded with a twelve (12) month base period (including Transition In), five (5) one-year option periods, and a three (3) month Transition Out period.

The EDSC task order designs, builds, maintains, manages, and administers the Master Data Management (MDM), Portal and Business Rules (BRES) enterprise services to meet the mission of CMS. The BRES portion of the EDSC task order was awarded under the Legislative IT Lifecycle Support (LILS) contract in November 2017. The Portal portion of the EDSC task order was awarded in February 2018. The MDM portion of the contract was awarded in February 2018. However, CMS received a GAO protest and issued a stop work order in March 2018.

To date, the MDM work has continued under the current EDSC contract. However, as the five-year maximum contract length for IT contracts established by HHSAR 317.204(e)(1) has been reached already, it is necessary to award a sole source task order to serve as a bridge to continue the EDSC-MDM services until the protest has been resolved. CMS expects to receive a decision from GAO by June 26, 2018.

The GAO protest decision is still pending; thus, CMS requires a one (1) month period of continued services and a three (3) month transition out period. Currently, these services end on June 27, 2018. The requested sole source task order will allow for continued performance of the EDSC-MDM services from June 27, 2018 to July 26, 2018 and then shift the Transition Out period to July 27, 2018 through October 26, 2018.
