NIH has issued notice that it intends to award a sole source to Catholic University to provide computer software and algorithms development for NHLBI cardiac magnetic resonance image communication, processing, visualization, and quantification to the NHLBI Division of Intramural Research (DIR).
The goal of this contract is to procure computer algorithms and software programming support to improve and continue the development of Cardiac Magnetic Resonance (CMR) image communication, processing, visualization, and quantification tools. The Advanced Cardiovascular Imaging Laboratory has specific clinical and research needs for analyzing large CMR image studies.
The sole source determination is because to perform the requested computer algorithms and software programming support, the contractor must have background knowledge and expertise on the NHLBI Picture Archiving and Communication System (PACS) and Digital Imaging and Communication in Medicine (DICOM) image processor format which require dedicated and expensive computer software and workstations for transferring, displaying, processing, and analysis. The key personnel of Catholic University already have the extensive experience and comprehensive knowledge of using PACS and DICOM and creating computer algorithms and software programming support for NHLBI. For any other vendor to perform this work would cause delays in the work/research as well as duplication of costs. No other vendor has the unique expertise to perform the outlined tasks to ensure research project completion within the critical timeframes.
