The Third Annual FedHealthIT Innovation Awards, being held on June 6th, will bring together more than 250 Federal Health leaders from government and industry as we recognize 25 of the top Federal Health programs and the teams behind these innovative efforts at Veterans Affairs, Military Health, Health and Human Services, and Centers for Medicare & Medicaid Services. Nominated and chosen by their peers, the awardees identified below stood out from the rest based on their willingness to take on achievable risk, and more importantly, to deliver real results in support of their mission.

NIAID Analysis / Automated Tools for Tuberculosis Research

National Institutes of Health

This program is to develop computational biometric/bioinformatics algorithms and tools. Such tools are designed to help detect lesions from human lung and chest HRCT scans and calculate changes in total lesion volumes across several studies being performed in Asia and Africa. This work helps reveal factors that cause patients with TB to be cured faster.

With Video Visits estimated to increase tenfold by 2018, VHA recently endeavored to expand video Telehealth capability while maintaining the value of its successful Telehealth program. The program has shifted to a software based solution with a focus of maintaining current Telehealth investments while expanding Video Connect availability to the full continuum of healthcare delivery.

The MyVA Task Force led an effort to develop and operationalize a new performance management structure. By using an agile methodology and working closely with initiative teams to incorporate regular stakeholder feedback, the team developed a multi-faceted solution to support the initiatives’ progress and ensure continued program success.

The most innovative aspects of DTRS are the clinical data transfer acceleration, interactive image viewing and 3D reconstruction tools and communication implemented between servers to transmit images quickly and reliably in austere conditions. DTRS has transmitted over 61 million medical images associated with ensuring the health of injured warfighters within the theater environment.

This effort began as a pilot in early 2015 to build and empower a community of VA employees who are actively engaged in moving the agency forward. This community facilitates collaboration, and enables colleagues to share ideas, challenges, opportunities, and to test and validate best practice, while accelerating development of new, reimagined experiences for Veterans and their families.

Continuous Readiness in Information Security Program

Medical Device Isolation Architecture (MDIA) was established to isolate and secure network-connected medical devices at the VA. Various security controls were implemented to secure this IoT domain while continuing to allow veterans, medical professionals, Biomedical IT engineers, and manufacturers their necessary access. MDIA automation provides standardized implementation and compliance monitoring across 50K+ devices and 1,400+ locations.

Interagency Comprehensive Plan for Care Coordination Support

ICPCCS was created to address the needs of our nations’ heroes to ensure continuity of care from DOD to the VA, ensuring their needs are realized in a timely manner. The program serves as the electronic comprehensive recovery plan which allows case managers to identify and track a recovering Service member and family’s needs and the resources required to achieve them.

Annie provides SMS text messaging capability that promotes self-care for Veterans. Patients using Annie can receive automated prompts to track and monitor their own health around a limitless number of automated protocols as well as receive VA appointment reminders and messages from the patient’s local VA medical center.

Chemical Effects in Biological Systems Database

National Institute of Environmental Health Sciences, NIH

This database that provides an authoritative, online repository of curated empirical toxicology testing data to assess potential adverse health outcomes from exposure to chemicals has undergone a significant expansion. A 370-fold increase in the number of curated studies has been achieved by incorporating NTP legacy and current toxicological testing data.

Real Time Application for Portable Interactive Devices

Food and Drug Administration

RAPID is the FDA’s first bidirectional communication system. It includes mobile applications for data collection, a data lake to store disparate data sources, including information on adverse drug reactions, and analytics to enable FDA to detect emerging drug safety signals, helping to change how FDA conducts surveillance activities during pandemics and CBRN events.

VA Mobile’s Veteran Appointment Request App

VA is rolling out the Veteran Appointment Request (VAR) App, which allows Veterans to self-schedule primary care appointments and request assistance in booking primary care and mental health appointments at VA facilities where they receive care, among other related functions.

Success requires giving staff a 360 degree View of the Veteran, so they can act when moments matter and coordinate across VA. To achieve this, VA built a CRM system and integration hub with 50+ widgets that can read and write data from 9 legacy systems. Now, staff view real-time information and kickoff activities from the CRM system, as if they were in those legacy systems.

VDC CCS was conceived by CMS to create a cloud hosting solution that enforces adherence to CMS architectural and security standards. The transitive routing solution remains the first of its kind to be implemented within AWS. This approach supports connectivity to the program’s shared services at lower costs and simplifies connectivity across AWS and CMS data centers.

Emerging Health Technology Advancement Center

EHTAC evaluates and advances emerging technologies for application in the VA to improve clinical outcomes, efficiency, performance, decision-making, and security and privacy. EHTAC is a lab environment used to conduct investigations of emerging technologies or trends expected to mature within a 5-year window. A key focus is leading VA interoperability pilots and demonstrations.

CMS360 Medical Review Management Systems

The primary innovation is the design and development of a system specifically designed to support and facilitate medical claims review. Medical claims are highly complex, including electronic and paper records, forms, and handwritten notes. CMS360 is a customizable system supporting all types of Medicare medical review activities and quality control audits.

MATx Mobile App

Substance Abuse and Mental Health Services Administration, HHS

MATx is unique in its use of digital best practices to bring together in a “one-stop shop” the expansive array of SAMHSA clinical resources. For clinicians seeking rapid solutions to complex problems, MATx provides an innovative solution: the integration of a state-of-the-art curated search of all MAT-related SAMHSA publications.

Innovation Enterprise Architecture Digital Service Pilot

This pilot was created to capture, analyze and show the impact of SSNRI on all Business Processes for all models in the CMS Center for Innovation. Stakeholders are now able to visualize for the first time both a detailed business process graphical display and also conceptualize how SSNRI ramifies both on individual models and across systems.

Telemedicine and Advanced Technology Research Center, U.S. Army

TATRC recognized the need for a common, open-source/standard “Human Operating System” capable of supporting the device interoperability, modularity and scalability of Medical Modeling & Simulation (MM&S) research and development efforts. BioGears® integrates with MM&S training programs to provide an interoperable, scalable system to advance current and emerging healthcare simulation needs.

The Mobile Health Care Environment System

Telemedicine and Advanced Technology Research Center, U.S. Army

MHCE was initially developed in response to a healthcare delivery gap presented by the US Army Warrior Transition Command, who were unable to consistently meet required case management contact rates for remote service members. A pilot was launched to assess how secure mobile communications could be leveraged to augment remote case management services within a geographically dispersed wounded warrior population.

This program creates a pathway to identify and put into production innovations that add value. Over 20 local innovations and open source contributions so far are being vetted by the appropriate clinical authority within the VA as an innovation better than the existing Standard VistA within VA, and being implemented into production or currently in the release process.

Head Start Monitoring System Enhancement and Modernization

Administration for Children and Families, HHS

This effort was to create a new system to collect, aggregate and summarize Head Start performance data from all 1700 community programs. The scalable solution supports continuous monitoring efforts and the decision-making process that drives program improvement for these important programs that will benefit tens of millions of children.

CONNECT Empowering Opioid Exchange

Health and Human Services

CONNECT is a security gateway that implements nationwide healthcare exchange specifications and bridges the gap between federal agencies and multiple statewide prescription exchanges. CONNECT was expanded to enable RESTful transactions to query patient opioid data from an existing state-to-state prescription exchange, PMP InterConnect.

Medicaid 1115 Performance Metrics Database and Analytics

Through the PMDA program, CMS successfully developed an open-source based Medicaid Data Analytics technology platform. By enabling a streamlined collection of quality and performance data, validation and tracking of performance-based incentive payments, and producing analytical reports, this solution has enabled CMS to perform rigorous fiscal management/oversight, monitoring, and evaluation of the 1115 demonstrations delivering healthcare benefits to the Medicaid population.
