Description
HIGLAS is the Centers for Medicare & Medicaid Services’ Healthcare Integrated General Ledger Accounting System. It’s an integrated accounting system that standardizes and centralizes federal financial accounting functions for all CMS programs. HIGLAS continues to enhance CMS oversight of all financial operations to achieve accurate, reliable, and timely financial accounting and reporting for all of CMS programs and activities.
CMS is principally interested in the following things: (1) developing an understanding from actual providers of commercial best practices for addressing the needs described in this notice including publicsector success stories, delivery methods, performance measures, and incentives that providers have found particularly effective; and (2) exploring how CMS might contract with such providers for those services. CMS will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those necessary to address the needs described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project/product management plan that includes: understanding stakeholder needs and synthesizing them into user stories and epics, compliance with program schedules; cost containment; using data to drive decision making including meeting and tracking performance against meaningful measures; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract aligned to relevant performance measures with focus on providing outcomes over outputs.
