Ashley A. Gray, a distinguished subject matter expert in Medicaid policy, assumes the role of Vice President at Sirona Strategies, a position where her profound expertise in Medicaid policy, legislative analysis, and advocacy strategy comes to the forefront.

In her capacity, Ashley excels in providing clients and member organizations with comprehensive, intersectional strategies that revolve around Medicaid, social determinants of health, and health equity. Before joining Sirona Strategies, Ashley held pivotal roles in shaping Medicaid policy and strategy. As a Group Leader, Project Leader, and Principal at MITRE, she led substantial teams in diverse projects spanning Medicaid IT, policy design options, benefit plan design, and value-based purchasing payment strategies, among others.

Ashley’s impactful journey also includes significant contributions as the Managing Director of Medicaid Policy for Blue Cross Blue Shield Association (BCBSA) and Director of Federal Policy for Medicaid Health Plans of America (MHPA).
