Description
The Department of Veterans Affairs VISN 04 Medical Centers have a need to procure the delivery, installation and training of the DSS Infusion Therapy Manager (ITM) software. This software suite features built-in order sets, based on clinical guidelines, to be tailored to each facility’s preferences by their subject matter experts (SME), to include oncologists, gastroenteroly, rheumatology, neurology, endocrinology, and clinical pharmacy specialists. The following facilities have immediate need for this software: Altoona, Erie, Lebanon, Philadelphia, Pittsburgh and Wilmington. We allow for the addition of Butler and Wilkes-Barr if needed at a later time. The ITM software combines comprehensive, end-to end automation of complex chemotherapy administration based on evidence-based treatment plans. The ITM software will streamline workflows for chemotherapy, immunotherapy, hydration, anti-coagulation and antibiotic therapy. These features assist medical staff in order entry, as well a the standardization of practices with the latest clinical evidence through decision support.
The web-enabled software application is needed to facilitate organizational initiatives to:
- Automate chemotherapy management and ordering
- Enable standardization of chemotherapy approaches and accompaniments
- Reduce costs of administration of chemotherapy medications
The procurement of ITM software provides the tools to standardize the VISN 04 facilities treatment protocols available for oncology patient care. The application must provide chemotherapy management functionality for both oncology and pharmacy. Interfaces must be available to the patient’s Vista profile, ADT, Lab, Pharmacy, Allergies, and Vitals data from Vista to ITM. Implementation and application training should be available for orderable item verification, administration, treatment plan building, general user, treatment plan builder and mentoring during go live.
Implementation and training should be available to ensure users know how to provide for oderable item verification and treatment plan building, as well as general user, administrative functions. Education and training shall be provided on how to download or build treatment plans in ITM to meet each facility standard of care during the initial implementation. Education and training sessions shall be included during the testing and official production in use. On-site support shall be included during the initial go-live. System and user documentation, as well as a post-implementation support plan will also be included in the original implementation.
During implementation and support, vendor shall be able to assist the VA through remote support and work with the VA and IT teams to install the ITM software on a VA provided test and production server at each site. The vendor shall maintain remote support functionality during the duration of the contract. The VA shall be able to call or email support between the hours of 8AM-5 PM EST, excluding weekends and federal holidays for routine requests to provide for training/support needs for all capabilities, features, and functions of the solution. The VA shall be able to call the vendor for all emergency issues 24×7 with a one-hour response time for any emergency issues, with on-going communication during significant events until resolution.
This is a firm fixed price contract. The period of performance is up to 1 year with the option for 2 additional years. Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO).
Upon award of contract, and until final implementation and go-live of the Vista ITM software, vendor will allow continued use and support of VCM software for all sites that had previous perpetual license contracts: Altoona, Lebanon, Pittsburgh, Philadelphia and Wilmington.
