The scope of this Statement of Work encompasses the implementation of a comprehensive all hazards disaster telemedicine solution service as a new capability within ASPRs response inventory to reduce the gaps in access for our vulnerable population following disasters when local, state, and regional resources are unable to meet the needs of the population. This capability will increase ASPRs depth and reach resulting in less morbidity and mortality. This service includes the digital platform, equipment, associated services such as connectivity, interpretation services, shipping, data exchange integration, and both non-clinical and clinical personnel. Contractor shall provide a flexible adaptable customizable digital telehealth/telemedicine platform with the following requirements:
- A rapidly deployable and quick start user friendly capable platform
- Capable of being stood up within 10 minutes
- Cloud-based system with an alternate backup site for COOP
- Capable of operating in low bandwidth environments
- Optimized for laptop, tablet, smartphone use
