The VA’s Office of Information and Technology (OIT) on behalf of Veterans Health Administration (VHA) Geriatrics and Extended Care (GEC) Program Office is conducting Strategic Market Research on a potential state of the art/best of breed Nursing Home Commercial Off The Shelf (COTS) replacement to the current VA Enterprise Cloud (VAEC) Microsoft Azure Government (MAG) hosted Caribou Commercial Off the Shelf (COTS) software product that was developed by Document Storage Systems (DSS), Inc. in 2015 – 2017.

VA’s current DSS Caribou software product allows for the completion of standardized patient assessments for VHA’s CLCs. The standardized assessments, which are referred to as MDS by health care associates are completed in Caribou, per Centers for Medicare & Medicaid Services (CMS) requirements. These assessments are then exported from Caribou and uploaded to the VA Legacy MDS repository website. The MDS repository is then used to perform comprehensive reporting and to allow comparative review of care.

Market research for a COTS replacement is a normal part of the overarching process of market “surveillance” that VA continuously conducts throughout the entire acquisition lifecycle. Any prospective COTS products shall stay current with all of the normative published CMS Standards as they evolve, esp. MDS 3.0 Quality Measures USER’S MANUAL, Long-Term Care Facility Resident Assessment Instrument 3.0 User’s Manual, Resident Assessment Instrument (RAI) Item Sets, Patient Driven Payment Model (PDPM) and/or Resource Utilization Groups. Additionally the Software should be configurable/customizable, able to interface with CMS iQIES, VA Identity and Access Management (IAM) Single Sign On (SSO) PIV Card authentication and authorization, Veterans Health Information Systems and Technology Architecture (VistA), Oracle Cerner Millennium, ability to obtain VA ATO and/or comply with FISMA & FEDRAMP/NIST 800-53.
