Description
The National Heart Lung and Blood Institute is collecting information on the availability of one or more of the following categories of services. Information provided will help inform the structure and mechanisms used to procure services. One, several, or no contract actions may result from the identification of requirements and available services to meet these requirements.
Please check the category or categories of service that you can provide and then respond to the questions for that category. You must respond to each question, and your responses must provide specific examples relevant to that category of services. Do not provide generic responses.
A. Operational (i.e., budget, workforce) data analysis:
- Use data science approaches and tools (including but not limited to SAS, R, Python) supporting budget, workforce, and other operational analysis, modeling and forecasting activities, including identifying and implementing new and existing predictive and analytical algorithms, methodologies, and tools in support of these activities
- Produce high- quality data visualizations that will resonate with multiple audiences based on their needs
B. Scientific portfolio analysis:
- Use data science approaches and tools (including but not limited to SAS, R, Python) to analyze large scientific data sets spanning NHLBI extramural portfolio including but not limited to clinical studies and trials, epidemiological studies, basic research, translational research, implementation science, and training programs
- Provide scientific analysis expertise in response to grant portfolio questions from senior leadership team and NHLBI program officers (familiarity with NIH extramural programs and eRA data systems such as IMPAC II is strongly preferred)
- Develop criteria and metrics to evaluate, measure, and assess the efficacy of current and new extramural scientific programs, and communicate results to a variety of audiences
- Produce high- quality data visualizations that will resonate with multiple audiences based on their needs
C. Business analysis for IT development:
- Provides business and requirements analysis to identify and define business needs and translate needs into technical requirements for software development teams.
- Interface with NHLBI stakeholders and contractors to conduct data validation and user acceptance testing to validate implementation of technical requirements.
- Support rollout and communication activities for new and existing tools and applications, including development of user training materials and other resources.
