Description
Introduction: The Defense Health Agency (DHA) is a joint, integrated Combat Support Agency that enables the Army, Navy, and Air Force medical services to provide a medically ready force and ready medical force to Combatant Commands in both peacetime and wartime. The essential mission of the DHA Medical Coding Program Branch (DHA-MCPB) is to improve the accuracy and quality of medical coding and documentation across DHA in support of the DHA mission.
Objective: To procure medical support services under the DHA strategic sourcing program. Specifically, the DHA-MCPB seeks to acquire high quality medical coding support for its military treatment facilities (MTFs) listed in this contract. The DHA-MCPB is seeking consistent accuracy and reliable staffing and completion of coding workload.
Scope: The intent for this contract is to provide remote medical coding production coding support to the following MTFs: Aviano Air Base (AB), Italy; Ramstein AB, Germany; Spangdahlem AB, Germany; Royal Air Force (RAF) Lakenheath, United Kingdom (UK); and associated Air Force medical units supported in United States Air Force Europe (USAFE).
The focus of this contract is not upon the individual MTF, but instead the medical coding workload generated by all of the MTFs identified in this contract. The Government has determined from the impact of the Military Health System (MHS) deployment of MHS GENESIS that it is not possible to get adequate coding support to ensure coder review of 100% of MHS GENESIS workload. The concept of operations is for the Government to monitor the coding workload and prioritize it, communicating needs to the Contractor’s program manager on a regular basis. The Contractor’s program manager will assign and manage contract employees to meet prioritized needs. Contract employees will access MHS coding systems online to locate and complete assigned workload.
The Contractor shall supply all necessary equipment and labor required to perform the specified services for the Market and Market MTFs. Additionally, the Contractor provides a program manager who regularly coordinates with Government coding management on workload needs and priorities; monitors, manages, and reports on services for higher management; and develops plans to improve timeliness and accuracy rates, service availability, and overall Market contract production coding performance and compliance. The scope of the work also includes the requirement that Contractor employees will be tasked to perform production coding work for multiple MTFs on this contract. The scope of the work may also include direction by the DHA-MCPB to provide limited remote coding support to specific Markets, the Small Market Stand-Alone Organization (SSO), or Defense Health Agency Regions (DHARs) in contingency situations…
