Summary
Serves as Deputy Director, Allocation Resource Center (ARC), a field-based unit of the Veterans Health Administration (VHA) Office of Finance’s Resource Management Office (RMO). ARC supports 18 healthcare networks, VHA Headquarters & Consolidated Activities in various phases & activities involved in the allocation and utilization of annual budgets. The primary responsibility is development, implementation & maintenance of the management information system that supports the VHA budget process.
Duties
- Represents VHA through chairing or participating on intra- and inter-agency task forces and committees established to develop recommendations regarding resource allocation.
- Interacts with the VHA officials at all levels in the field and at Headquarters to facilitate openness and integrity of financial data and models.
- Facilitates the flow of information that supports the budget formulation process to ensure there are sufficient funds to allocate. Provides reports on historical trends and estimates for inclusion as budget support documents.
- Supports work with VHA Office of Policy and Planning to ensure the accuracy of the underlying data structure and content in the Dept. of Veterans Affairs’ (VA) Enrollee Healthcare Projection Model.
- In coordination with other program officials, Network Directors, and quality assurance organizations, ensures that measurable patient outcomes and evaluation mechanisms are integral to a successful capitation-based resource allocation system so that the quality or quantity of services to Veterans are not reduced and that the Under Secretary for Health has a supportable basis for budget decisions.
