VA RFQ: Clinical Decision Support Software/Application Solution

Description

Veterans Integrated Service Network 4 (VISN 4) requires a clinical decision support (CDS) software/application solution for real-time surveillance, alerting, documentation, and reporting in its Department of Veterans Affairs (VA) healthcare facilities.  VISN 4 is comprised of nine (9) medical centers and forty-four (44) outpatient clinics servicing over 300,000 patients.  VISN 4 incorporated a clinical decision support tool approximately 20 years ago resulting in standardization across the VISN.

Contractor shall provide all resources necessary including the software, licenses, training, customizations, troubleshooting, and maintenance to accomplish the tasks and deliverables described in the performance work statement (PWS).  The contractor shall deliver the clinical decision support software/application solution and supporting ancillary services, all associated installation and configuration services, requested workflows, reports and developments and training.  The solution must be deployed at all 9 facilities within VISN 4 simultaneously as well as be able to support all VISN 4 sites. See Section 4 below for the locations of the 9 main facilities.

  • The solution must interface with VistA and Computer Patient Record System (CPRS).
  • The solution must be “centralized” to allow all sites within VISN 4 to be able to view data from any other sites whether it’s a medical center, community-based outpatient clinic and/or community living center.  At times VISN patients receive care at more than one facility.  Therefore, the solution must be able to link patient data across sites and recognize that the data belongs to the same patient so that monitoring can include multi-site data as needed.
  • The solution must allow VISN-level users to access data, workflows, and reports. from all sites across the VISN.
  • The solution’s interface must provide real time data transfers from VistA and CPRS, as events occur in VistA and CPRS, to support quick decision-making and clinical intervention at the point of patient care.
  • The solution must cover both inpatient and outpatient in Pharmacy, Data, Orders and Prescriptions.
