VA RFI: Learning Management System (LMS)

Description

The Department of Veteran Affairs (VA) Veterans Benefits Administration (VBA) Medical Disability Examination Office (MDEO) contracts with Contractors to perform Compensation and Pension (C&P) disability examinations for Veterans.

MDEO requires a Learning Management System (LMS) that complies with Section 508 of the Rehabilitation Act, ensuring accessibility for all users, including those with disabilities. This requirement includes to the purchase of licenses that will be used by MDEO staff, contractor employees, and medical providers performing C&P examinations. The number of licenses acquired should provide for both the existing user base (approximately 22,000 users) and potential future increases in user registration (approximately ten percent), enabling comprehensive access to the LMS. The LMS should allow for account management of current and new users who are medical providers performing C&P examinations and Contractor employees. MDEO seeks a web-based LMS to house approximately ten VA training courses, including assessments and evaluations, which will be accessed by Contractor employees and MDEO staff. In alignment with Section 508 compliance, all these components, including multimedia, interfaces, and any associated documentation, should be accessible to all users. The LMS must maintain accurate training records for registered users, both active and inactive. Administrative functionalities, including system updates, must be available to MDEO staff, and also meet Section 508 compliance standards for accessibility. The Contractor shall ensure that any updates or future modifications to the system continue to meet the standards set by Section 508.

5.0 Specific Tasks and Deliverables

5.1 LMS Portal

The Contractor shall develop a Learning Management System (LMS) portal within 60 days of the award of first order. This portal shall be a user-friendly platform with a user interface that allows for the easy navigation of training courses and complies with Section 508 standards for accessibility. Tasks for this deliverable include:

  1. Design and develop the interface of the LMS portal in accordance with Section 508.
  2. Implement user registration and login functionality that complies with Section standards
  3. Integrate the existing training courses into the new LMS, ensuring their compatibility with Section 508 compliance, and fix any issues that may arise.
  4. Test the portal for bugs and Section 508 compliance and fix any issues that may arise
  5. Launch the LMS portal and provide a user guide or manual and ensure all provided documentation is Section 508 compliant.

5.2 Hosting Set Up

The Contractor shall set up the hosting for the LMS within 60 days of the award of first order. The hosting environment should ensure the website’s availability and load time are optimal. Tasks for this deliverable include:

  1. Identify an appropriate hosting provider, considering cost, reliability, and security, and Section 508 compliance.
