HHS OIG seeking Deputy Branch Chief Data Provisioning and Ad-Hoc Analysis Team

Duties

This position serves as the Deputy Branch Chief Data Provisioning and Ad-Hoc Analysis Team.

Leads a team of analysts to provide data extracts and ad-hoc analyses for component requesters. Interfaces with Components to ensure quality and level of service is being met.

Works with the Data Provisioning and Ad Hoc Analysis (DPAH) Assistant Director and other Deputy Branch Chiefs to facilitate and manage assignments of data analytic work requested by OIG components and external customers that is performed by DPAH staff to assist these agencies in performing HHS and federal oversight activities. Manages the process and staff to assist Regional managers, project leaders and staff in research activities and data analytic needs related to audits, evaluations, and investigations, by determining the application and/or viability of the use of certain HHS program data bases, files, and/or computer or other automated techniques in the conduct of specific audits, evaluations, or investigations or other related projects.

Determines the soundness of proposals and initiatives in meeting program objectives and making efficient use of resources; interpret program, policy, and analysis information; prepare plans, comparative studies and provide input on budget requests; conduct performance management (prepare annual performance plans, mid-year and annual evaluations) and measurement activities; perform other administrative and managerial activities; and identify analytic, policy, and information technology infrastructure issues related to OIG operations of the DA program. In addition, the incumbent provides a full range of options on which to make decisions, and works with the DPAH Assistant Director, DDA Director, CDO, and other OIG senior staff and Departmental officials to implement necessary action.

Recommends major programmatic areas for study and specific issues for inclusion in the OIG work plan, based on extensive knowledge of programmatic areas and intimate working knowledge of the appropriate OPDIVs, or by data analytic work that identifies areas of potential vulnerabilities in HHS program.

Assigns tasks; manages budgets; reviews contracting statements of work, contract deliverables, statutes, policies, presentation materials, market research, analytical proposals; engages with managers and staff from OIG components, HHS OPDIV and STAFFDIVs, States, and Federal partners. The incumbent measures performance, and, other management duties to accomplish assignments. The incumbent develops innovative approaches to support the data analysis needs of the OIG, in compliance with federal, state and local laws as applicable.

Assists the DPAH Assistant Director to exercise managerial authority with respect to the following: (i) personnel management, project assignment, completion, delivery and quality control; (ii) space and facilities management; (iii) continuity of operations, custodial controls, security management and emergency preparedness, processes and procedures; (v) staffing, training and contractor staffing, and (iv) and asset management functions.

Coordinates the full oversight of OIG’s DDA program initiatives with subordinates. Conducts management surveys and projects and provides consultation to OIG officials on management matters, identifies and resolves policy impediments and issues. Oversees planned activities for achieving agreed-to objectives; refines and manages quarterly review reports and processes in order to identify progress and problems, and to develop recommendations for corrective actions. Incumbent negotiates changes with the DPAH Assistant Director, DDA Director, AIG/OMP and component OIG managers.

Works with the DPAH Assistant Director to manage review of requests for data and analytics assistance and submitted through request intake system, and in assigning work to subordinate staff.
