Description

Background:  The Department of Defense (DoD) has identified COMPASS Maintenance as an Essential DoD Contractor Service. The selected Contractor shall provide all resources necessary to perform electronic contract management for healthcare, administrative, service contracts/task orders and BPAs for Fort Belvoir Community Hospital (FBCH), COMPASS Subscription and Annual Maintenance as defined in this contract, except Government furnished property and services. The Contractor shall perform services to the standards in this contract.

Objectives:  The COMPASS software helps manage contracts in an optimal manner and provides a customized HCM module and workflow modules to automate a process currently managed manually.

Scope: In support of Defense Health Agency (DHA), the Contractor shall provide qualified personnel, services, materials, equipment, supplies and facilities necessary to perform in the COMPASS Subscription and Annual Maintenance. The contractor shall provide COMPASS Functional SME’s and COMPASS Functional SR Analyst for Workflow in support of the NCR-MD’s processes.

Function as a secure web-based software application: Possess a DIACAP, be CAC enabled and web based, possess the ability to receive data via military systems such as SPS, WAWF, GFEBS, and EDA. Support data integration and monitoring through a series of modules to capture financial, administrative, staffing, billing/payment, reporting and de-obligations.  Services include provide an electronic library containing copies of every contract, contract modification(s), Military Interdepartmental Purchase Request (MIPR), funding document, regarding, Purchase Requests and contracts. Provide dashboard matrix supporting the requirements. The contractor shall provide a functional system the Government end users understand how to use, develop and customize, migrate the data from legacy and future systems, provide trend analysis, and develop ad hoc reports, and other supporting functions as necessary. The COMPASS software helps manage contracts in an optimal manner.
