NIH NIDDK Sources Sought: Digital Platform Maintenance and Limited Enhancement and Strategic Digital Program Management

Description

The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), part of the National Institutes of Health, conducts, supports, and coordinates research on many of the most serious diseases affecting public health. The Institute supports clinical research on the diseases of internal medicine and related subspecialty fields, as well as many basic science disciplines.

The NIDDK Office of Communications and Public Liaison (OCPL) coordinates and supports the Institute’s interaction with the public (including health care professionals and patients), researchers, and the media.  OCPL manages the NIDDK digital presence.  The enterprise NIDDK website is hosted in the Azure cloud and leverages the Sitecore content management system (CMS) as well as the Akamai content delivery network.  There remain only two, static websites that NIDDK plans to migrate into the enterprise website CMS. In addition, NIDDK is required to maintain its digital presence in a way that aligns with the US Digital Strategy guidelines and the 21st Century Integrated Digital Experience Act, while providing a high level of mobile-first customer service.

Critical capabilities to demonstrate include:

  1. Ability to demonstrate technical administration, maintenance, architecture design, custom development and database administration for Sitecore® CMS versions 10 and higher
  2. Ability to administer a Microsoft Azure .NET hosting environment
  3. Ability to administer an Akamai content delivery network
  4. Ability to integrate website content with Electronic Health Record (EHR) systems, including utilizing encrypted connections such as Application Programming Interface (API) and Substitutable Medical Applications and Reusable Technologies (SMART) on Fast Healthcare Interoperability Resources (FHIR) coding technologies.  Customize provider and patent workflows and apply clinical metadata to patient education content and clinical decision aids for syndication.  Create metadata schema responsive to Health Level Seven (HL7) info button queries
  5. Ability to configure metrics reporting guides for implementation in EHR
