FDA Sources Sought: Enterprise Document and Record Management Platform (EDRMP)

Description

Federal law requires the FDA to maintain a Records Management Program. Program oversight Agencies are the Office of Management and Budget and the National Archives and Records Administration that set forth federal records management regulations and policies. The FDA’s Records Management Program is managed by the Office of Information Management and Technology. The program office is the office of Records, eDiscovery, and Risk Management, which will be providing oversight for this SharePoint Records Retention Project (SRR) to accomplish goals and deadlines to meet the Presidential Records Management Directive.

The scope of this Task Order is for the contractor to provide a full range of software lifecycle activities in support of existing Enterprise Document and Records Management Platform (EDRMP) including project management, operations, and maintenance (O&M) as well as training services for EDRMP, thus enabling better use of automation and IT capabilities to meet the Agencies’ mission.

To meet the FDA’s goal of annual contract cost savings, the Contractor shall optimize, consolidate, and automate processes, adopt improved cost control processes, adopt a modular approach that consolidate duplication of functionalities across the contract tasks, adopt emerging and innovative technologies to reduce cost and achieve efficiencies, and look for continual improvement opportunities whenever feasible to reduce O&M costs by 5% each year of performance.
