Description
The purpose of this RFI is to determine the availability and feasibility, as well as notional cost, of implementing a Software as a Service (SaaS) or Commercial Off the Shelf (COTS) cloud-based solution to provide occupational health capability to the VA enterprise.
The Contractor shall provide a solution that separates occupational and personal health records from other medical records due to their sensitive nature in accordance with Federal Law. Additionally, the contractor shall provide a solution that will assure compliance with the Privacy Act, the Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule, and Occupational Safety and Health Administration (OSHA) standards, which require the separation of Veteran patient and employee medical records.
The Contractor shall propose a full SaaS or COTS cloud-based solution, to include delivery and lifecycle management, enhancement/development, data management, and operations and maintenance. In implementing the solution, the contractor shall provide project management support, technical documentation, system configuration, customization of the software, testing, implementation, training, operational support, software maintenance, assessment and authorization (A&A) and workflow optimization.
The application will require configuration to conform to VHA’s employee health workflow. Configuration shall include screen and data element configuration; Specialized support will be required for the application rollout, which includes management of deployments, interfaces and Single Sign-On (SSO) implementation and maintenance. It shall also be compatible with VA’s Services Oriented Architecture (SOA) and integrate with VA’s Identify and Access Management (IAM) for identification and access management prior to pilot of the HR SMART and VDIF interfaces.
