The Office of Acquisitions (OA) provides Department-wide leadership and management in the area of acquisition management. These activities are achieved through policy development, performance measurement, acquisition reviews, oversight and workforce training, data generation and analysis, development and certification. OA fosters collaboration, innovation, and accountability in the administration and management of the acquisition functions across the entire acquisition lifecycle. In addition to facilitating Departmental implementation of and compliance with existing acquisition laws and regulations, OA provides Departmental and government-wide leadership on implementation of the Federal Financial Accountability and Transparency Act (FFATA) for grant and acquisition activities.
As the Department’s Associate Deputy Assistant Secretary for Acquisition, the incumbent advises the Deputy Assistant Secretary for Acquisitions on strategic acquisition matters, provides leadership, policy, guidance, and direction to the staff, as well as coordination of the Department’s long and short-range planning efforts to constituent organizations. The office supports the government-wide acquisition initiatives, including the Federal Category Management Initiative and Integrated Acquisition Environment, and interfaces with OMB, GSA, Congress, and HHS leadership on acquisition policies and initiatives. The office also provides technical assistance to the Department’s Operating and Staff Divisions, and evaluates effectiveness of their acquisition programs, including the development and measurement of performance standards.
