DHA RFI: Applied Research in Novel Applications of Frameworks Leveraging the Nascent Single Federal Electronic Health Record (EHR)

The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) in support of Program Executive Office (PEO) Defense Healthcare Management Systems (DHMS), Federal Electronic Health Record Modernization (FEHRM) and Enterprise Intelligence Data Solutions (EIDS) Program Offices, anticipate issuing a sole source order under the Federally Funded Research and Development Center (FFRDC) IDIQ vehicle, TIRNO-99-D-00005, via a Non-Sponsor Agreement with the Department of Treasury, to MITRE Corporation of McLean, VA (MITRE) for an estimated twelve-month performance period, for the following task areas:

  • Developing assessment plans to address the National Defense Authorization Act (NDAA) 2020 provisions
  • Conducting evaluations on the interoperability of the medical records and data elements exchanged among Department of Defense (DoD), Veterans Affairs (VA), Community Care, and TRICARE clinicians as described in the NDAA 2020 requirements
  • Developing cyber assessment efforts to identify vulnerabilities and material weaknesses in the federal Electronic Health Record (EHR) ecosystem that are critical to health care delivery and patient safety
  • Evolving modernization strategies in support of DoD Directive 6420.02 (DOD Biosurveillance, Office of the Under Secretary of Defense for Personnel and Readiness, September 17, 2020)
  • Establishing opportunities to maximize the long-term prospects of leveraging the new single health record paradigm, to turn data into the information/intelligence that can support the operation of the Agencies’ medical businesses

DHMS-CD is issuing this RFI for planning purposes and for assistance in determining whether reasonable alternatives to a non-competitive contract action exist to ensure timely delivery of the required capabilities at the required level of quality.

Interested parties may submit a written response stating how they would timely and effectively fulfill the requirement and include appropriate documentation describing how this is able to be made possible with negligible performance risk. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Responses to this RFI are not quotes upon which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based on responses to this RFI.
