“The VISN Chief Logistics Officer (CLO) performs in an extremely complex environment, comprised of a network of medical facilities, which is constantly evolving within a large, highly complex and competitive geographic area. The VISN provides oversight and guidance to several VA Medical Centers (VAMCs).”
Responsibilities:
- The work involves providing oversight, coordination and support for VISN and VISN Medical Centers in identifying specific requirements for money, manpower, material, facilities, and services needed to support the program and correlating those requirements with program plans to assure that the needed support is provided at the right time and place.
- The CLO provides oversight, guidance, program management and leadership in the operations of their V/SN and its facilities, their supported activities and all aspects of acquisition and logistics at the VISN. This includes standardization of business processes, establishing performance measures and managing the supply chain through analysis and action as a result of established metrics, quality assurance/ compliance, operating practices, and reporting within the VISN and its facilities.
- The CLO is accountable to the Network Director (SES), and the Chief -Procurement & Logistics Officer (SES) and Deputy for Logistics (SES), and Executive Director OAL&C (SES) for all VISN logistics activities and will ensure compliance with logistics regulations, directives and standard operating procedures.
- He/she coordinates communication within the logistics community (within their network, between networks, and between agencies).
- In managing the VISN supply chain, the CLO advises the Network Director and senior network/facility executives and staff on matters related to key aspects of logistics operations and systems. The incumbent also oversees and manages strategic planning, auditing, and quality assurance as well as program compliance and oversight of a variety of activities designed to enhance the mission of the affected VISN and its facilities.
- The incumbent is responsible for identification of all activities that will be involved in providing the needed logistics support, to include capital asset planning, strategic sourcing of commodities such as clinical supplies, maintenance supplies and services, subsistence, medical gases, and provision of durable medical equipment and services for inpatient and home care.
