Justification and Approval

This work is a modification to an original Federal Supply Schedule order whereby the original order was placed in accordance with the applicable Federal Supply Schedule Fair Opportunity ordering procedures and not as sole source or limited source procedures. The modification extension’s purpose is to allow the necessary time for contract alignment across IUSG’s portfolio of service offerings, and transition support is not anticipated. Following the end of the extension contemplated herein, a competitive acquisition of follow-on services is anticipated.

2. Description of Supplies or Services:

The Centers for Medicare and Medicaid Services (CMS) is responsible for serving Medicare and Medicaid beneficiaries nationwide, and the CMS Office of Information Technology (OIT) plays an integral role in this process. By providing enterprise-wide software development, hosting, management, and oversight support, OIT is involved in almost every online touchpoint that CMS provides, whether to partners, beneficiaries, or staff. However, OIT’s current suite of services is hampered by inefficiencies that cause persistent pain points for employees across CMS, impeding the ability to support initiatives focused on improving experiences. __X__: In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited sources procedures (FAR 8.405- 6(a)(1)(i)(C));

Currently, there is HCD embedded in the scope of several IUSG contracts. The goal of the current contract is to assume responsibility for those functions. At the time of its conception, a three-year period of performance was established for the contract to allow time for discovery as to how this goal might be accomplished. This included developing a concept of operations that defined roles & responsibilities for design-related work between the HCD contractor and product teams on other contracts supporting the end user service line within IUSG’s portfolio. However, many new tasks emerged for the HCD contractor and those product teams during that three-year span of time because of the COVID-19 public health emergency. Principal among these was the pivot to remote work by CMS staff and all the changes to delivery of end user support and office computing resulting from that change. Further, ongoing changes in the data center service line resulting from data center consolidation and the implementation of a hybrid-cloud offering to support enablement of Disaster Recovery as a Service has further strained the resources of CMS staff and their contractor partners such that pursuit of the HCD realignment goal has not been made a priority. As a result of these priority changes and the churn that followed, the planning and implementation of a realignment of work between the HCD contractor and other IUSG product teams is not far enough along to inform the planning for a follow-on contract.
