The purpose is to implement an Enterprise Case Management System under a single contract to meet the VA’s requirements for ER/LR, Workers Compensation, and the potential for long term expansion to satisfy requirements for a Safety and Health Tracking System, Alternate Dispute Resolution Tracking System, Equal Employment Opportunity Tracking System, and a Reasonable Accommodation Tracking System…

4.0 SCOPE OF WORK

The Contractor shall provide SaaS subscription management, operations and maintenance (O&M), training, service desk support, change management, hosting, Assessment and Authorization (A&A) support, and technology assessment and evaluation for the eCase SaaS solution systems.

The Contractor shall provide full lifecycle sustainment and enhancement support services for Federal Case Management platform services, with an ER/LR capability as the baseline level of work including the software, hosting, and services necessary to support the VA case management platform. The Contractor shall provide all IT support to include the full Agile Software Development Lifecycle (SDLC), interoperability, and the technology necessary to meet the requirements in this PWS and in accordance Appendix A – Case Management Business Requirements Document (BRD) which include future Optional CLINS for ADR Tracker, Equal Employment Opportunity (EEO), Reasonable Accommodation (RA), and future potential case management platform capabilities.

The Contractor shall comply with the VA OIT IT Policy and Guidance for all business requirements gathering, Agile development and configuration activities. The Contractor shall utilize an Agile Methodology to conduct implementation, configuration, and sustainment services in accordance with OIT VIP. The Contractor shall support product backlog reviews and the refinement of configuration requirements by providing level of effort for system changes. The SaaS solution shall not require any servers hosted within the VA network. Users will access the system via a web site and no software shall be downloaded onto the VA network…
