1 Background
The NHLBI also houses a Consolidated Operations Acquisitions Center (COAC) whose principal function is to plan, award, administer, and close R&D contracts, non-R&D contracts and simplified acquisitions.
In addition to providing acquisition services to NHLBI, the COAC also provides acquisition services to the following institutes/centers (“Customers”) of the National Institutes of Health (NIH):
- National Human Genome Research Institute (NHGRI);
- National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS);
- National Institute of Biomedical Imaging and Bioengineering (NIBIB);
- National Institute of Dental and Craniofacial Research (NIDCR);
- The Center for Scientific Review (CSR);
- The Center for Information Technology (CIT); and
- The NIH Office of the Chief Information Officer (OCIO).

2 Scope
The scope includes assistance in planning, awarding, administering, and closing awards, including nonR&D contracts, R&D contracts, and simplified acquisitions.
The contracts vary from routine supplies and services to highly technical Research and Development (R&D) programs. Contracting is critical to the Customer’s mission accomplishment. The Federal Government has a responsibility to ensure that taxpayer funds are spent appropriately and prudently. The Federal acquisition system was established to manage the expenditures of federal funds and can differ vastly from the private sector processes. The NHLBI may enter into contracts with private industry, other Governmental agencies, or educational institutes, and will span various contracting types including cost reimbursement, Time-and-Materials or Labor Hour, and Firm-Fixed Price. All contract types with an industry are subject to federal statutes and regulations, as described by the Federal Acquisition Regulation (FAR).
