“Scope of Work: The Contractor shall provide Human Centered Design, Configuration, Development, Integration support for VBA including project management, requirements elaboration, design, content creation, testing support, training, communications for the configuration, development and integration, enhancement and sustainment of the SaaS and PaaS solutions in support of VBA (e.g., Salesforce, ServiceNow, Pega, Microsoft Power Platform). The Contractor shall provide support throughout the lifecycle including compliance testing, deployment, operations, and maintenance. The Contractor shall make recommendations as to which SaaS or PaaS solution offering on the VA Digital Marketplace would best satisfy business needs. The Contractor shall not purchase any SaaS or PaaS solution subscriptions or licensing under this Order.”
“SaaS and PaaS Capability Delivery: The Contractor shall work with DTC, VA OBI, and other VA stakeholders to learn and incorporate all relevant standards and guidelines in support of its configuration of the VA SaaS and PaaS solutions. Frequently, SaaS and PaaS solutions may require the use of VA Data. The Contractor shall follow all DTC procedures and policies in regard to securing a solution where VA Data is sensitive in nature. The Contractor shall work in the existing dedicated sandbox within the VA’s SaaS and PaaS environments (to build and test desired functionality) and establish initial user accounts within ten days. The Contractor shall deliver capability through a series of agile configuration-based sprints utilizing Human Center Design (HCD), SaaS and PaaS configuration, and data driven feedback. Agile Capability Delivery is a framework of processes in which usability goals, user characteristics, environment, and tasks and workflow of a desired capability are given extensive attention at each stage of the design process. HCD can be characterized as a multi-stage problem-solving process that not only requires designers to analyze and envision the way users are likely to consume a capability, but also to validate assumptions with regard to the user behavior in real world tests. These tests are conducted with/without actual users during each stage of the process from requirements elaboration, to pre-configuration modeling and through post-delivery, completing a circle of proof back to the end user and ensuring that “configuration proceeds with the user as the center of focus.” Work will be broken down by sprints (2-week increments) that build to one-month increments…”
