“Arbor Research Collaborative for Health seeks a business leader adept in strategy and business development, technical and scientific leadership, and client and staff management. The position will be responsible for building out a strategy and a team to expand Arbor Research’s Federal Health Policy program overseeing the implementation of this strategy to include P&L responsibility. The role will also lead new or emerging health policy projects.”
Responsibilities:
- Profit & Loss (P&L) oversight and strategic planning of the federal contract research portfolio (program), with an “as is” annual revenues of $8M to $20M+ over the next 3-5 years
- Accountable for defining the core activities of the program and developing a strategic plan to develop/expand capabilities across the federal health portfolio. Work with the executive team (C-suite, program Scientific Director, and VP Strategic Growth) on the program’s scientific and business development plan
- Work with the executive team to build out the federal health contract portfolio within the organization, inclusive of research and evaluation, technical assistance, and health IT
- Leverage current IDIQ vehicles at CMS and CDC to win task orders to expand scope; expand number of IDIQs on which Arbor is a prime holder; develop relationships with IDIQ primes
- Build client relationships and portfolio across HHS, inclusive of CMS, CDC, AHRQ, NIH, HRSA, SAMHSA, and ASPE
- Develop and maintain strong business relationships with and become a trusted advisor for potential partners and sponsors; maintain an understanding of capabilities of partners and competitors; anticipate potential funding opportunities.
- Provide leadership to technical staff on development of innovative and robust technical approaches for the program’s high-priority proposals.
- Lead bid/no bid discussions.
Requirements:
- Master’s degree in related field (public health, quantitative social science, or management) with at least fifteen (15) years OR PhD with at least 10 years progressively more responsible project and/or research management experience or an equivalent combination of education and experience
- Highest level of proven technical expertise and sought out as an expert within and outside the organization. Requires significant experience in business development and client relationship management. Supervisory/staff development proposal development skills also required
- Proven track record of winning contracts, grants, and IDIQ
- Extensive experience leading business development, targeting major US Department of Health and Human Services (HHS) operating divisions including CMS, AHRQ, HRSA, SAMHSA, and CDC.
- Working knowledge of current clinical and/or policy issues in the relevant program, or demonstrated ability to quickly acquire such knowledge, sufficient to facilitate communications and successfully maintain and extend the program portfolio
- Demonstrated experience with typical health care research project workflows – including data collection/acquisition, programming, analysis, and dissemination, with an understanding of each component – sufficient to facilitate communications and successfully maintain and extend the program portfolio
- Experience managing government and/or private grants and contracts for health services or health-related research.
