“The mission of the Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM) is to provide design, major construction, and lease project management, design and construction standards, and historic preservation services and expertise to VA to deliver high quality, cost effective facilities in support of our nation’s Veterans. CFM customers are VA employees in medical centers, community-based clinics, regional offices and national cemeteries across this country who proudly work at the front lines of service delivery to our nation’s Veterans.”

“The Project Management (PM) process for CFM Major Projects is complex. Daily PM decisions require distribution and review of documentation for analysis, justification, and approval. Decisions in PM workflows require collaboration amongst a variety of stakeholders to provide information necessary to support decisions. Project Management Information Systems (PMIS) provide CFM with the opportunity to improve accountability and collaboration while capturing a digital record of all PM decisions and supporting information.”

“CFM requires a Commercial-off-the-Shelf (COTS), Software as a Service (SaaS) solution to replace its current PMIS. CFM requires a solution provider to provide subscriptions to PMIS software along with comprehensive support services to ensure successful deployment of the PMIS.”

“Scope of Work

The Contractor shall provide a COTS, user friendly web-based construction PMIS SaaS solution which will be used by CFM staff and stakeholders to manage Major Construction Projects. The Contractor shall also provide all services required to implement and support the PMIS, including solution hosting, configuration services, implementation services, documentation services, training services, and support for CFM user’s business processes in order to manage the VA’s Major Construction Projects.”
