VA RFI: AMO IT Account Management Technical Services

“SCOPE OF WORK:

The Contractor shall provide all technical expertise required to perform the following: conduct technical and process reviews; facilitate technical and business focused discussions; analyses and assessments of VA OIT operational service changes, initiatives, customer issues or planned service implementations; provide assessment of risk and potential project impacts; and support collaborative business relationships with OIT business partners. The Contractor shall provide statistical, analytical, financial and consultative services to develop recommendations/assessments of technical and programmatic risk of program implementations and operational service issues which are guided by IT industry best practices, such as those outlined in the IT Infrastructure Library (ITIL) Service Management framework. The project management consultation support shall provide project assessments across financial, performance and reporting needs in accordance with VA and OIT specified policy and procedures, requirements translation/interpretation, and development of problem statements and recommendations that shall be based on project management best practices such as those outlined by the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK), Business Relationship Management (BRM) Body of Knowledge (BRMBoK) and established Agile based frameworks. The Contractor shall participate in meetings related to specifics for issue investigation, operations, project/program-based discussions, customer-based IT issues investigations, IT activations, ad-hoc and program office impacts assessments. The Contractor shall use the knowledge gained through its participation to advise the ITAMs of service changes, impacts, project/program and Account Group recommendations in establishing a recommended approach/best practice for implementation or advising the various OIT operations and support teams on behalf of the ITAMs and CRMs as they engage the VA businesses partners. The Contractor shall provide capital planning and investment control support to include Budget Tracking Tool (BTT) support to effectively meet budget obligations and budget reporting requirements. The Contractor shall support AMO’s integrated communications environment to and develop communication documentation.”
