GSA Interact: Services MAC Program Update – Section L & M Overview

“GSA’s Office of Professional Services and Human Capital (PSHC) is pleased to share the fourth in a series of program updates relevant to a future draft Request for Proposal (RFP) for a new services multi-agency contract (MAC). This update includes a draft of the solicitation submission instructions and evaluation criteria (Sections L and M) for the Total Small Business set-aside that will be solicited. A Sample Qualifications Matrix for the Technical & Engineering Domain has been included with this posting to accompany the Draft Section L&M. We anticipate sharing an updated Q&A in the resources section of this forum in the near future.

As a reminder, our intent is to solicit and award separate indefinite-delivery indefinite-quantity (IDIQ) contracts designated under the following categories:

  • 8(a) Small Business
  • HUBZone Small Business
  • Service-Disabled Veteran-Owned Small Business
  • Total Small Business
  • Woman-Owned Small Business
  • Unrestricted

While this draft only addresses the requirements for the Total Small-Business set-aside, GSA anticipates the remaining IDIQs to have substantially the same criteria with potential variations tailored to that specific socio-economic set-aside or unrestricted vehicle. Future program updates in this forum will address qualifications for the remaining Domains.
