FDA RFQ: BayesiaLab Professional Edition licenses or equivalent

“The Contractor shall provide the following that meets the delineated salient functional characteristics for this requirement:

“The BayesiaLab Professional Edition, single-user/single-machine licenses or the equivalent salient characteristics shall consist of the following:

  • A desktop application (Windows/Unix) with a modern graphical user interface for Bayesian networks construction and modeling.
  • Provide subject matter experts with ability to express their causal understanding of a domain in the form of diagrams, using nodes and edges in the graphical interface.
  • Support discrete, nonlinear, and nonparametric modeling.
  • Support supervised learning, unsupervised learning, and clustering.
  • Provide capacity for diagnosis, prediction, and simulation.
  • Allow the user to perform the above functions without having to perform additional statistical programming.
  • Ability to work with operating systems currently used by FDA workstations such as Windows 10 or Ubuntu 20.
  • Provide an equal to product that is MAT list approved. Any equal to product proposed will require approval by the Food and Drug Administration (FDA) Office of Information Management (OIM) for operation in FDA’s Information Technology environment (IT Investment Management Process/Master Approved Technologies List). Any item proposed not previously tested and approved for IT environment operations will require testing by OIM before award.”

“The BayesiaLab Professional Edition, 2 single-user/single-machine licenses Support and Maintenance or the equivalent salient characteristics shall consist of the following:

  • Shall provide all software updates
  • Shall provide technical support by telephone, email, or web meeting.”
