Cognosante seeks Senior Program Manager – Military Health IT

Cognosante is seeking to fill a Senior Program Manager– Military Health Information Technology (IT) in support of health IT and IT modernization efforts across the Defense Health Agency (DHA) and broader Military Health System (MHS). The candidate will support operations across Cognosante’s DHA and Tri-Service customers to develop organizational IT strategy, build teams to support contract efforts, manage subcontractor and vendor relationships, plan and execute IT integration and cloud migration efforts, and meet with government customers to design solutions in collaboration with IT solution architects. In addition, the Senior Program Manager will support our growth team internally to develop our business pipeline, contribute to capture and proposal development, and transition-in planning for upcoming contracts.

Responsibilities:

  • Provide management support for new contracts including direct billable support for program planning and execution
  • Hire teams to support customer mission sets focused on cloud migration (e.g., Office 365, SharePoint), health IT modernization, and data science applications.
  • Coordinate with contracts and growth teams to form teaming agreements and execute and manage subcontracts and vendor agreements.
  • Train and mentor current and emerging leaders and technical staff to help Cognosante develop an enduring workforce capable of delivering best-in-class IT service offerings

Required Qualifications:

  • Bachelor’s degree in computer science, electronics engineering, health informatics, or other technical discipline (Master’s preferred).
  • At least 10 years federal IT experience with at least 5 years of experience working with MHS IT or DoD customers
  • At least 3 years of prior experience as a government or contractor program manager
  • Significant experience with management of IT systems integration as part of large-scale government or commercial modernization efforts
  • Significant experience with Microsoft Government Computing Cloud (GCC) migrations, Microsoft Commercial Cloud migrations, and/or Amazon Web Services migrations.

Preferred Qualifications:

  • Certification in Microsoft Azure (preferred) or Amazon Web Services
  • Certification in Agile and/or Agile SAFe
  • PMP certification
  • Experience designing and implementing Microsoft Office 365, Exchange Server, SharePoint, and Active Directory in a government setting.
