VA RFI: Clearinghouse Support Services

“Scope of Work: The Financial Services Center (FSC) requires electronic clearinghouse support services.  The Contractor shall provide support for all of FSC’s current electronic transactions across the United States and its territories. The Contractor shall assist the FSC in continuing its mission to implement electronic transactions and to support printing of standard claim forms in certain situations where electronic transmission is not feasible. As such, FSC is required to comply with the Health Insurance Portability and Accountability (HIPPA) Act of 1996 Transaction and Code Set (TCS) regulations.”

“Clearinghouse Services: The Contractor shall perform the following tasks within the base period of performance and option periods, if exercised:

  • Receive and document receipt date of electronic medical claims from providers.
  • Validate the electronic medical claims data using FSC provided required information (a.k.a. edits).
  • Create HIPAA compliant 837 transaction files based on the validated electronic medical claims data.
  • Receive encrypted TIFF images from the FSC and convert those TIFF images into HIPAA compliant 837 transaction files within two (2) business days of receipt of the TIFF images. For scanned images, the Contractor shall use the date the claim was scanned into a TIFF image for the BHT04 field.
  • Electronically transmit the encrypted HIPAA compliant 837 transaction files to the FSC.
  • Transmit and receive health care transactions in the currently adopted HIPAA X12 5010 or downgraded 4010 file based on product line…”
