SpinSys seeking Senior Capture Manager – Health

“SpinSys seeks a seasoned Capture Manager to fuel growth within and beyond the company’s current military health customer base. Leveraging deep knowledge of the federal healthcare IT landscape and the company’s successful past performance in healthcare data management, the Capture Manager will provide both strategic and tactical support of new business opportunities.”

Responsibilities:

  • Conduct ongoing market, customer, and opportunity assessment to ensure that the right opportunities are selected for capture support.
  • Manage a portfolio of prioritized opportunities, developing the overall win strategy and performing or directing the associated capture activity for each opportunity.
  • Ensure that tailored capture plans are created for each opportunity in the capture portfolio and provide regular updates on status, next steps, and issues.
  • Provide market insights and identify gaps and emerging requirements; perform market and budget analyses; conduct business intelligence; develop and execute formal capture plans; source and vet new teammates; maintain solid relationships with key partners; monitor competitor activity.
  • To further specific capture objectives, develop and execute strategies for engaging customers and cultivating relationships that lead to positive perceptions of company’s capabilities.
  • Lead pre-proposal activities, develop the necessary supporting artifacts (agreed-upon elements of capture plan), and brief the proposal team on the win strategy, ensuring a smooth transition.
  • Support BD activity, including strategy development, account planning, gate reviews, pipeline reviews, etc.
  • Conduct after-action reviews to document lessons learned. Identify and implement necessary adjustments to refine bid strategies, enhance proposal readiness, and increase wins.

Requirements:

  • Bachelor’s degree and at least 12 years of related experience, such as business development, strategy, or account management. An advanced degree is highly desired.
  • Minimum of 7 years of federal contract capture experience, ideally in federal healthcare. At least 5 years of recent and substantial experience in the federal healthcare market.
  • Technical background or operational experience in some of the following categories:
    • Big Data Solutions and the data management lifecycle, particularly as it is used in the federal health market
    • Cloud migration and sustainment
    • IT-as-a-Service and Enterprise System Modernization
    • Emerging Technologies, including IoT, AI/ML and AR/VR
  • Successful track record of winning contracts over $50M requiring complex solution development, including wins in the federal healthcare market.
  • Advanced knowledge of government acquisition processes.
  • Ability to implement a tailored Shipley-type business acquisition process.
  • Expertise in new business acquisition, including requirements shaping, opportunity qualification, teaming strategy, customer relationship development.
  • Ability to direct the work of matrixed resources and operate independently while ensuring shared understanding of capture goals, status, and issues.
  • Ability to articulate complex issues and translate them into succinct messages, cohesive summaries, and presentations.
