“Pursuant to (FAR) 8.405-6, The Office of Government Contracting Services (GCS) within the Administration for Children and Families (ACF) intends to negotiate a sole source contract with Abt Associates to continue and complete a cross-site evaluation of grantee implementation processes and outcomes, as well as continue to build evaluation capacity among grantees. The anticipated period of performance is September 2022 through March 2025.”
“FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. ACF’s Community Collaborations to Strengthen and Preserve Families (CWCC) cooperative agreement grants support the development, implementation, and evaluation of strategies that embrace proactive efforts to build on the strengths of families, including those at high risk for child maltreatment. A main objective of these grants is to enhance the capacity of communities to address the well-being needs of families before more formal strategies, practices, or activities are warranted. A contract to provide technical evaluation related support for these grantees, as well as design and implement a cross-site evaluation, was awarded in 2018 (Contract No. HHSP233201500069I). The cooperative agreement grants are expected to continue until September 2024. This contract will continue and complete the cross-site evaluation of grantees’ implementation processes and outcomes and will continue to build evaluation capacity for completing, analyzing, and disseminating findings from grantees’ site-specific evaluations. This contract will provide the technical and substantive expertise required to continue the work of the current CWCC project efficiently and effectively, as well as advance dissemination efforts through a cumulative final study report and other innovative products.”
