HHS ACF RFI: OCIO O&M Recompete

“Background: On 30 September 2017, OCIO began efforts to enhance, secure, and standardize the IT functions and procedures supporting the ACF Mission through its Operations and Maintenance (O&M) contract. This contract delivers mission essential functions supporting ACF’s hosting infrastructure, service desk operations, audio visual support, and software development requirements.”

“The new O&M contract will be a time and materials price contract and enable OCIO to deliver IT services to over 25 mission applications including hosting services, service desk services, video conferencing services, software development, COTS customization services, asset management services, and incident, change, and solution delivery. The contract will focus on support for new cloud technologies and tools needed to meet emerging mission requirements, threats, and federal directives.”

“Scope: The Government seeks innovative approaches to meeting the stated objectives. The Contractor is encouraged to identify alternative approaches that will help ACF OCIO meet its stated objectives. The Contractor shall provide and/or manage all personnel, processes, procedures and, ultimately, all technical resources (hardware and network/server management software) to

establish an integrated IT infrastructure support capability, including the coordination of support provided by application system owners and other Agency Contractors. The government will provide GFE and enable access to the ACF network, to facilitate the contractor’s delivery of services.”
