CMS to Award Contract for Statutory and Regulatory Tracking Service

“INTENT TO AWARD SOLE SOURCE:  The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to the Statescape, 114 North Patrick Street, Alexandria, VA  22314 for Legislative and Regulatory Tracking Systems for 1 base year and 4 option years.  StateScape will provide analyst-filtered legislative and regulatory tracking for all 50 states and D.C. This tracking entails a process of filtering, categorizing, and then monitoring legislation, regulations, and Department of Insurance bulletins and press releases that are relevant to CMS from proposal through final resolution in accordance with the attached statement of work. Under the authority of FAR 6.302-1 U.S.C. 2539 (c)(1), Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements.  A justification and approval is currently being processed for this requirement. StateScape is uniquely qualified to provide the tracking services needed to monitor state requirements pertaining to the private health insurance market because it utilizes experienced research analysts, rather than program coding. The research analysts conduct a thorough review of relevant state documents to identify any that may impact CMS in the specified subject areas. StateScape also includes features that allow the user to easily search, track, and organize the resultant research.”
