“REQUIREMENT: The Lebanon Veteran Affairs Medical Center (LVAMC), 1700 S. Lincoln Avenue, Lebanon, PA 17042, has a firm fixed requirement for one (1) Restroom Alert System.”

“BACKGROUND: The LVAMC consists of 150 restrooms across the 250 acre campus.  A web enabled, text-based system is needed that allows smart phone users (patients, staff, visitors) the ability to alert designated LVAMC staff of restroom service items that need attention in real time.”

“REQUIREMENT OVERVIEW & PERIOD OF PERFORMANCE: The Lebanon Veteran Affairs Medical Center has a requirement for a commercial off the shelf (COTS) specialized service.  The period of performance shall be a twelve (12) month base period with three (3) twelve (12) month option years…”

“Specific Functionalities Desired:

  • Allow an unlimited amount of LVAMC staff to receive an alert via a text message through their smart phone and respond when the service or repair is complete.
  • Advise LVAMC staff of what room/area needs serviced, the time of the alert, and permits the sender to input specific remarks describing what service is needed.
  • Send reminders if the alerts are not cleared within a programmable time limit.
  • Automatically collect data and generate real time reports to show average response time, missed alerts, and employee performance.
  • The web-based system shall not be connected to the VA network.
  • Provide management reports with daily, weekly, monthly summaries of use and compliance.
  • Allow LVAMC staff to fully customize scheduled room checks, hours of restroom alert operation, and manage multiple locations and buildings.
  • Provide a daily dashboard of key metrics on its website homepage that is specific to the LVAMC.
  • Provide detailed written and video instruction on all facets of the service on a comprehensive support section of the website.”

“Contractor Performance:

  • The Contractor shall install custom signage for 150 restrooms.
  • The Contractor shall provide training to LVAMC staff who will be alerted of service or repair needs through their smart phones.
  • The Contractor shall provide twenty-four (24) hour, seven (7) days a week Client Phone Access and Email Support Services as required to maintain and support the Alert Services on a continual basis…”
