“Scope of Work: The Associate Director (AD), OAMP has a need for contract support with expert, high level knowledge of Federal contracting, and the skills and abilities to complete projects that are integral to the OAMP mission. Some of these tasks are ongoing and are in various stages of completion and others are new work. All tasks will provide OAMP with the necessary tools to provide a higher level of service to the NIH contracting and simplified acquisition communities. The tasks include, the following:
- Advise and assist the AD, OAMP, based on complete strategic and tactical knowledge and understanding of acquisition policies, services and procedures at the NIH as they relate to the OAMP.
- Make recommendations on ways to streamline, standardize, and further develop more efficient processes throughout the organization.
- Update checklists for various types of contracts for the NIH Community or organizational activities within OAMP. Such checklists would enhance contract documentation and serve as guides to ensure that all essential steps of processes are followed and appropriately completed.”
- Review and recommend updates to policy guidance and NIH Manual Chapters to ensure alignment with current law, regulation, policies and procedures.
- Prepare and/or review of Standard Operating Procedures (SOPs) and FAQs on various Division of Acquisition Policy and Evaluation (DAPE), Division of Simplified Acquisition Policy and Services (DSAPS), and OAMP front office functions.
- Participate in reviews of acquisitions as requested by the OAMP Associate Director and assist OAMP staff in working with ICs on Corrective Action Plans resulting from acquisition reviews.
- Provide review and comments on acquisition policy documents and drafts from Office of Federal Procurement Policy (OFPP), the Department of Health and Human Services (HHS), NIH, and other.
- Provide review and comments on acquisition training workshops or assist in developing content for these workshops.
- Participate as requested on various committees related to the OAMP mission.
- Liaison with Office of Extramural Research (OER) on research and development policy and issues to advise the AD, OAMP on contract policy implications.
