DOE RFP: FRA Conversion to Electronic Medical Records

“1. Background 

The intent of the Request for Proposal (RFP) is to elicit proposals for Fermi Research Alliance, LLC (FRA) for a single integrated Electronic Health Records (EHR) system. FRA manages Fermi National Accelerator Laboratory (Fermilab) for the U.S. Department of Energy’s Office of Science. Fermilab is America’s premier particle physics laboratory and is located approximately 40 miles west of Chicago…” 

 “2. General System Requirements 

 The EHR system will be a cloud-based system and will provide: 

  • Customizable, streamlined occupational medical EHR system 
  • DOT exams, testing procedures & compliance 
  • Pre-employment & employment exams, surveillance 
  • Vaccination management 
  • Instant, random drug testing algorithms 
  • Workers compensation 
  • Case management/Incident management 
  • Document management scanning & electronic faxing 
  • Mobile apps tablet support 
  • E-Prescribing 
  • Must adhere to the Fermilab Procedure for Protected PII (Personal Identifiable Information (Attachment) and Computing Technical Requirements Spreadsheet (Appendix A) 

 The EHR system vendor will provide: 

  • Implementation – The successful vendor must supply a comprehensive implementation services that will the Fermilab Medical Office to start using the system with a minimum of disruption to the services provided to FRA employees. 
  • Training – The successful vendor must supply adequate training in system operation and maintenance. The type on-site/off-site, length, additional cost (if any) and limitation of such training must be stated in the RFP. 
  • System Documentation – Vendor must state whether source code and system documentation are available which will allow maintenance and possible upgrades, securing of personal private information, data ownership, etc. to be reviews by FRA staff. 
  • Warranties/Guarantees – Terms and length of warranties and guarantees must be stated. 
  • Termination – If FRA elects to terminate the EHR system & services, the vendor will provide all the medical records to FRA on an agreed media and format…” 

“Period of Performance/Schedule 

The work described in this SOW will be conducted with subcontract award and continue through a 2-year period with three, one-year options…”
