DHA RFI: Legal Medicine Program Support

“Requirements: The DHA is conducting market research to identify potential sources for support to the Legal Medicine Office with program management, administrative, and technical support.  Scope of tasks historically requires expertise in nurse consulting with broad medical backgrounds in quality assurance and/or risk management in order to extract relevant data from Army, Navy, and Air Force malpractice claim files.  Administrative tasks include physical collection, inventory, and storage of claims in our on-site repository at Forest Glen, Maryland.  Data will be analyzed in coordination with medical risk managers from the three Services with a view toward assisting the services in meeting their statutory duty of reporting to the National Practitioner Data Bank.  Utilizing the Centralized Credentials Quality Assurance System (CCQAS) and other medical legal databases and documents, Legal Medicine contract personnel will group similar allegations, examine various legal memoranda, study numerous peer reviews, and consult patient safety documents in order to ascertain whether the standard of care was adhered to.  If a violation of the standard of care occurred, contract personnel, in coordination with Service personnel, will further examine whether this breach caused harm to the patient.  Reports will be produced which trend annually, such data elements as: the clinical services involved, the types of errors, the specialties of providers involved, and the diagnoses and procedures related to the cases.  Deep dives into the case files utilizing the DoD Medical Malpractice Closed Claims Repository will also be accomplished on an as-needed basis in order to produce case summaries on select cases as lessons-learned for the MHS.”

“Capability Needs:

  • Case Analysis – The Contractor should be able to furnish personnel proficient in the required software (Microsoft Word, Microsoft Excel) and medical-legal subject matter to analyze closed DoD medical malpractice claims and potentially compensable events, which should be able to then be reviewed by the contractor for the extraction of specified data, such as date filed, allegations, amount claimed, amount paid and other pertinent data.
