CMS Sources Sought: The Minimum Data Set (MDS) and Resident Assessment Instrument (RAI) User’s Manual Support and Maintenance

Purpose: Section 1819 of the Social Security Act (1987) under (a) Skilled Nursing Facility (3)(A) states that “A skilled nursing facility must conduct a comprehensive, accurate, standardized, reproducible assessment of each resident’s functional capacity, which assessment… (ii) is based on a uniform minimum data set specified by the Secretary under subsection (f) (6)(A); (iii) uses an instrument which is specified by the State under subsection (e)(5); …”. The Act further states in Section 1819 (f) (6) (A) that “Specification of resident assessment data set and instruments…The Secretary shall…A) not later than January 1, 1989, specify a minimum data set of core elements and common definitions for use by nursing facilities in conducting the assessments required under subsection (b)(3), and establish guidelines for utilization of the data set;…” The Secretary designated the Resident Assessment Instrument (RAI) as the required assessment. The RAI consists of three components: the MDS Version 3.0 (MDS 3.0), the Care Area Assessments (CAAs) and the RAI Utilization Guidelines. MDS/RAI information serves as the clinical basis for care planning and delivery, and will improve quality of care for nursing home residents. This contract will update and maintain the RAI as mandated in the Act.”

“The scope of this contract is to obtain the support of a contractor who shall in collaboration with CMS and our measure support contractor:

  • Maintain and update the MDS item sets and associated artifacts;
  • Maintain and update the RAI User’s Manual;
  • Maintain and update a database containing stakeholder questions and answers (Q&As) for use by CMS in collaboration with the measure support contractor for SNF;
  • Develop training materials for the RAI Coordinators and support training activities relative to the RAI Coordinators”
