CDC Sources Sought: High Impact Program Evaluation Projects (HIPEP)

The purpose of the IDIQ contract is to provide DHP an as-needed mechanism with the capability to conduct Rapid Program Assessments of DHP-funded HIV prevention programs and Enhanced Evaluation Projects for the purpose of improving program performance. The activities conducted under this contract and each subsequent Task Order is for the purpose of non-research program evaluation.

Task Area 1.0 – Conduct Rapid Program Assessments and Enhanced Evaluation Projects of HIV Prevention Programs

Conduct Rapid Program Assessments and Enhanced Evaluation Projects of HIV prevention programs to identify factors associated with effective programmatic implementation, improve the understanding of challenges that impede program delivery, and help maximize the effectiveness of the assessed programs.

Task Area 2.0 – Data Collection and Entry

Conduct data collection activities through in-depth interviews, semi-structured interviews, focus groups, social mapping, direct observation, surveys, or other methods with health department staff, community-based organization staff, an organization’s clients, and CDC staff.

Task Area 3.0 – Data Analysis and Interpretation

Compile, analyze, and interpret data to develop detailed reports of findings for each participating organization or individuals and for all participating organizations or individuals as a group…
