US Army MEDCOM to award sole-source contract for EMSCharts software

Description of Supplies/Services: This requirement is for EMSCharts software which provides automated patient history retrieval, billing, improves productivity, and meets Army Regulation (AR) 40-3.”

“Reason for Authority Cited: The current software (EMSCharts) provides an internet base computer charting system for pre-hospital personnel that allows for asynchronous and decentralized simultaneous access for pre-hospital encounters. This system has been in use at Womack Army Medical Center (WAMC) since September of 2010. On 28 February 2019 “ZOLL Data Systems” purchased EMSCHARTs. In a letter dated 21 January 2022, signed by Kim Alpert, Manager of Operational Accounting Systems, stated that ZOLL Data Systems and its subsidiaries are the sole source for ZOLL EMSCharts (please see attached). Employee Health Records (EHR) health records are required for easy transmission with WAMC Level III Trauma designation. WAMC has stated in letter dated 17 December 2021 that going with another vendor would require employee training, and extended cost to allow for a new transition between systems. Additionally, a sources sought was placed on BETASAM.gov 14 January 2022 with no interest from other vendors. The current system meets all of WAMC needs, and going with a new system would require clearance through local Information Management Department (IMD) and Defense Health Agency (DHA). Systems provides mobile data and decentralization of services, provides capability for multiple medical treatment facilities to retrieve electronic patient care and charting documentation. The current system allows for the reduction of storage of hard copy records, increase employee productivity, improves documentation and decreases errors with controlled quality assurance. Without this software, we would not have efficiency and quality of documentation with a managed Quality Assurance (QA) process; effectiveness of communication between prehospital providers and medical facilities; nor would we have the data collection and reporting systems. This system is also productive in the elimination of storing paper charts. Failure to procure this software will lead to mission failure.”

The Northern Regional Contracting Office – Atlantic, Womack Army Medical Center, (WAMC) FT Bragg, NC is seeking information for the purchase of Internet Based Computer Patient Charting System that allows for creating,  maintaining, assessing, managing and reporting pre-hospital medical information related to emergence medical care, transport and other medical services: mobile data collection software for Pocket PC PDA’s, mobile data collection software for laptop and tablet computers that allows onsite patient data collection. See attached Performance Work Statement (PWS).  Interested contractors must an approved Authority to Operate (ATO), or have Federal Risk and Authorization Management Program (FedRAMP) approval.
