CMS Seeks Deputy Director, OAGM

“As the Deputy Director, OAGM, you will share responsibility with the Director for managing and directing all acquisitions, discretionary grants, purchase card transactions, and interagency agreements (IAAs) for CMS, ensuring that agreements meet all legal, ethical, and financial requirements in addition to adhering to sound business management practices.

Duties 

  • Serves as one of CMS’s principal sources of expertise on delegated acquisition and grant activities and as an advisor and technical authority to the CMS leadership. 
  • Responsible for carrying out CMS contracting and grant activities in compliance with applicable laws, regulations, and local policies and procedures. 
  • Serves as an Accountable executive for the Office of Inspector General (OIG) and the Government Accountability Office (GAO) on all procurement-related matters under the incumbent’s purview. 
  • Oversees the development, negotiation, execution, management, and closeout of all CMS contracts, grants, IAAs, and purchase card transactions valued at approximately $9B annually (FY 2020). 
  • Directs the development, implementation, and evaluation of innovative acquisition strategies to support legislative initiatives to reform and streamline acquisition laws. 
  • Oversees the development and implementation of procurement-related training for contracts and grant personnel, as well as other acquisition personnel across the CMS enterprise. “
